2015 Cubs First-Year Player Draft Negotiation List (Updated 7/2)

Players selected in the MLB First-Year Player Draft (MLB Rule 4 Draft) are placed on a club's Negotiation List.

In most cases, a player selected by a club in the Rule 4 Draft will remain on the club's Negotiation List until either the player signs, or until 5:00 PM (EDT) on the Friday that falls during the week July 12-18 (whichever comes first), and if a club does not sign a Rule 4 Draft pick by the deadline, the player is removed from the club's Negotiation List and becomes eligible for selection again in the next Rule 4 Draft in which the player would be eligible for selection. The exception to this rule is any college senior with no baseball eligibility left. This class of player remains on the club's Negotiation List until the player signs or until one week prior to the next Rule 4 Draft (whichever comes first).

Also, any player eligible for selection in the Rule 4 Draft who is not drafted ("Non-Drafted Free-Agent" or "NDFA") can sign with any club after the conclusion of the draft any time up until one week prior to the next Rule 4 Draft, unless and until the NDFA enrolls in a junior college or four-year college, in which case MLB Rule 4 Draft eligibility rules apply.

A player selected in the MLB Rule 4 Draft or a Rule 4 eligible NDFA cannot be signed to a Major League contract.

A player selected in the MLB Rule 4 Draft or a Rule 4 eligible NDFA ;can be "Signed for Future Service" (contract is for the following season) if the player signs a;contract after July 1st.

A club is not permitted to select a player in the Rule 4 Draft two years in a row, unless the player gives his approval in advance.

RULE 4 DRAFT SIGNING BONUS POOL

There is a maximum limit on the aggregate amount of money that each club can pay as signing bonuses to players selected in a First-Year Player Draft (MLB Rule 4 Draft) before penalties begin to accrue.

Prior to the Rule 4 Draft, each MLB club is assigned a “Signing Bonus Pool” (SBP) equal to the aggregate pre-assigned bonus value of all of the club’s draft slots in the first ten rounds (including supplemental & compensatory draft picks). The higher the slot, the higher the bonus value. (The collective MLB SBP is determined in advance by calculating industry revenues).

If a club fails to sign a player selected in the first ten rounds (including supplemental draft picks), the value of that slot is deducted from the club’s SBP. There is no bonus value assigned to draft slots after the 10th round, but if a club pays a signing bonus in excess of $100,000 to a player selected in the 11th round or later or to a player eligible for selection who was not drafted, the amount of that bonus in excess of $100,000 is deducted from the club’s SBP.

If a club exceeds its SBP in a given Rule 4 Draft, a tax will be assessed and future Rule 4 Draft picks could be forfeited, depending on how much the club exceeded its SBP. (The club’s 1st Round draft pick in the next Rule 4 Draft is forfeited if the club exceeds its SBP by 5-10%, its 1st & 2nd round draft picks in the next Rule 4 Draft are forfeited if the club exceeds its SBP by 10-15%, and the club’s 1st Round picks in the next two Rule 4 Drafts are forfeited if the club exceeds its SBP by more than 15%).

Money collected from the tax on clubs that exceed their SBP will be distributed to qualifying clubs as Revenue Sharing funds, and forfeited draft picks will be reassigned by lottery. (Any club that exceeds its SBP is excluded from the lottery).

A player who was eligible for selection in the First-Year Player Draft (MLB Rule 4 Draft) who signs a minor league contract after being selected in the previous Rule 4 Draft or as a Non-Drafted Free-Agent (NDFA) and who is not "Signed for Future Service" must be added to a minor league club's Active List within 15 days or when he plays in his first game (whichever comes first), but the player does not count against the minor league club's Reserve List until MLB and Minor League reserve lists are filed in November. The player cannot be released until he spends at least 15 days on a minor league active list.

Just signed Rule 4 draft picks 1B Matt Rose (11th round pick) and OF Donnie Dewees (2nd round pick) have been assigned to Eugene (skipping AZL Cubs), RHRP James Farris has been promoted from South Bend to Myrtle Beach (Farris was a MWL All-Star prior to getting promoted), and RHRP Zach Cates has been promoted from Myrtle Beach to Tennessee (he was at Tennessee earlier this season). 

These moves are related to yesterday's promotion of RHP Frank Batista from Tennessee to Iowa.

The Cubs have agreed to a $1.3MM bonus with fourth-round selection D.J. Wilson, Jim Callis of MLB.com reports on Twitter. That’s well above the $503,100 slot value that came with the 113th overall pick.
This agreement will absorb a big piece of that availability, and the club could need the rest to lock up third-rounder Bryan Hudson, a projectable lefty who has committed to the University of Missouri.

Clubs get compensation picks in the next year's First-Year Player Draft if they are unable to sign a 1st, 2nd, and/or 3rd round pick, or for not signing a draft pick received as compensation for losing a Qualified Article XX-B FA, or for not signing a Competitive Balance draft pick, so not signing 3rd round pick (#82 slot) Hudson wouln't be as bad as not signing Wilson (the #4 pick) would have been. 

Of course the Cubs would lose the #82 bonus slot ($731K), but if they have to pay Hudson over-slot to sign him, then losing the 3rd round slot would actually mean a bit more money available to sign a later-round pick to an over-slot bonus (if that opportunity were to become a possibility prior to the July 17th signing deadline)

    South Bend just lost the lead in the bottom of the 9th on the weirdest scenario, ever.

    It's absolutely pouring rain....men on 1st and 2nd, 1out....JPatterson asks for a new ball, but no time out was called....he throws the old ball toward the dugout (not sure if it rolled out of play).....the ump declares the runners get two bases each so one run scores. Then a single up the middle ties the game.

    The rain was coming down in buckets at this point.

    morel with 4 clean plays in 4 innings...showed off his 100000000mph arm a couple times.

    cody bellinger not having a good 4th, though...5 run leads are handy when your CF is making your pitcher have a 5-out inning.  2nd blown chance was ruled a hit even though it went in/out of his glove...1st was lost in the lights, also ruled a hit.

    oh yeah, totally, i was just chiming about why i fan like i fan.

    i would like nothing more than hendricks to keep on hendricks'ing.  guys with his stuff can throw for a long, long time as long as it works.

    he velocity is actually up a minor amount this year.  it's really "damn" when a guy like him not only has gas in the tank, but it's looking like it was years ago.  he added a curve a few years ago and it helped a little bit, but he's throwing it less and less while the fb/change combo are less effective.

    CRUNCH—There is no one person in this community I’m talking about.  My remarks were not directed at you or anyone, but at a tone I’ve noticed lately. 

    You have a great, dry sense of humor and there is thought behind your comments.   You and I don’t always agree but I always understand your position.  

    Lastly, and I’ll be quiet, I agree with you on Hendricks.  We can dislike the recent performance but still love the guy.  Lots of questions about his future.

    myself, i make a good amount of outrageously unrealistic comments that are sometimes "violent"...like my recent suggestion of "pulling the bandaid off" by having hendricks throw every inning of every game until he's on the IL.

    i would hope any athlete that cares about what is written on the internet realizes how casual fans can be about treating their lives like scripted TV characters that don't have real lives.  it's not an excuse to do it, but there's a lot of it out there.

    but yeah, in real life i'm rooting for guys to have long and healthy careers even if i'm not happy with current performances...except for some guys...and i'm pretty sure i don't leave grey area for those comments...and almost all of them are not good humans whether they're playing baseball or not...

    hendricks was getting a good amount of boos in his last game.  i would bet a million that he will get a standing O every time he visits wrigley in his post-playing days, or a return with a new team should his career continue...or if he comes back and puts in an oldschool good performance.
